The City Commission is a seven-member body, which performs the legislative and policy making functions of the City. The City of Lewistown is divided into three wards, and two citizens are elected to each ward, to four-year terms offset every two years. Every two years, at least three citizens are elected from three wards. Every other election, one at large citizen is elected in addition to the three other commission seats. The Commission elects two of its members to serve as Chairman and Vice Chairman. Commissioners do not receive payment for their services, but are provided with funds for training, educational and orientation expenses. Under the Commission-Manager form of government, the City Commission, as representatives of the people, determines the goals and objectives of the City and policies that shall be followed in attaining those goals and objectives. The Commission hires a City Manager who is responsible for carrying out its established policies, as well as the efficient administration of City services and programs.
